Recent military operations in the Middle East have shown that what may appear to be a monolithic population living cohesively within a city usually ends up being an mixture of very different ethnic, tribal, political and religious groups. Subsequently, there are times during Psychological Operations (PSYOPS) where it is desireable to send different articles of propoganda to different segments of the population instead of a single message to the entire city. STARA's Messenger GPS Guided Leaflet Delivery System was developed for this purpose.

By combining our proven Mosquito Tactical Resupply System with a customized leaflet bundle, operators now have the ability to accurately deliver tailored messages to the local population they wish to address. As a modern day example, a Messenger can deliver a specific set of leaflets to the inhabitants of Sadr City while another Messenger can deliver a different set of leaflets to the Christian population living in the Dora / Al-Athuriyeen neighborhoods south of Baghdad University. All the while keeping US Forces at a safe altitude above the city.

By combining the Messenger with STARA's Provider UAV resupply pod, Operators can dispense propoganda right on top of an enemy enclave hiding in the mountains without any detection or human involvement.
